City Council Highlights - May 21st, 2024

Justin Forbes, Director, Miramichi Regional Housing Authority presented the reports from the Housing Supply and Forecast Study and the Housing Together 2023 Final Report.

New Business

City Council approved a motion for the Tennis / Pickleball Court Allocation and Rules Policy developed by the Community Wellness and Recreation Department. The new policy will create a balance of access to the use of the courts throughout the City.

City Council approved that a Letter of Offer be issued to Junta Builders Inc. for a contribution of $100,000 through the Downtown Incentive Program for the creation of 10 downtown units at 1612 Water Street, Miramichi. The Downtown Housing Incentive Program to assist developers in creating new residential units within the Residential Catchment Areas (RCA) of the City of Miramichi's two Business Improvement Areas (BIA). The program allows for a municipal contribution of up to $10,000.00 per new residential unit created in any project that meets the criteria as outlined in the policy.

City Council approved that a Letter of Offer be issued to 724007 NB Ltd. for a contribution of $520,000 through the Affordable Housing Incentive Program for the creation of 52 affordable housing units at Kirkpatrick Drive., Miramichi. The City of Miramichi has created an Affordable Housing Incentive Program to assist developers in creating new residential units within the City of Miramichi. The program allows for a municipal contribution of $10,000.00 per new residential unit created in any project that meets the criteria as outlined in the policy.

City Council approved a motion for the Department of Economic Development & Tourism be authorized to issue Request for Proposals (RFP) focused on housing development, for a portion of PID 40543761, the former Ian Baillie School property and a portion of PID 40550899, the former Harkins School property.
The City of Miramichi has created a Land Bank of surplus properties to optimize the use of these city owned land assets for various housing opportunities. The Land Bank is available to potential developers on the city's economic development website, InvestinMiramichi.ca.
The City of Miramichi has identified facilitating housing developments in the community as one of its top priorities. The Department of Economic Development & Tourism believes that a Request for Proposal process aligns with the goals and objectives of council to maximize the city's land assets for housing development.

City Council approved a motion for the City to complete a development agreement with 724OO7 NB Ltd. to take ownership of the water and sewer mains to operate and maintain after the developer installed them for use at the 5-unit apartment complex on Kirkpatrick Drive. Other highlights of the agreement include:

  • All driveways and parking lots to owned and maintained by the Developer

  • Developer to provide an easement over the water and sewer mains

  • Developer to replace trees that were removed from the City owned ballfield property

  • Developer to avoid using any ballfield property for parking or storage

  • Developer to ensure that the roadway is cleaned and maintained
